ABSTRACT

Mental health has long been absent from global development agendas, despite the substantial boost to the global disease burden and profound impact on the well-being of society and the economy. The Millennium Development Goals (MDGs), which were adopted in 2000 to address crucial concerns such as insecurity, illness, and inequality, played an important role in motivating worldwide development efforts; nevertheless, mental health was noticeably excluded from its framework. Its absence hampered progress not only in treating mental disorders but also in achieving broader development goals, owing to the strong and bidirectional relationship between mental health and key development indicators such as education, productivity, maternal and child health, and poverty reduction. The present article investigates the conceptual and policy foundations for the exclusion of mental health from the MDGs, examines the consequences of this oversight for global mental health systems, and analyzes advocacy efforts that resulted in the explicit inclusion of mental health in the Sustainable Development Goals (SDGs). The study emphasizes the significance of incorporating mental health into global development frameworks and stresses the necessity of ongoing political commitment, sufficient funding, and cross-sectoral strategies to guarantee that mental health is acknowledged as a crucial element of sustainable and inclusive development by critically analyzing the MDG experience.
